whats the best program to change all my icons at once ?

depends on what you mean by "all" icons....do you want to replace all your folder/desktop icons, do you want to replace every single system and file type icon, or what?

i like using icon packager...

there was a freeware app that was similar but i don't remember what it was called..

but i use icolorfolder for my folder icons..

i use iconpackager and i love it. you can download themes and apply them and all your icons are changed. there are other free alternatives such as icontweaker and more.
