Hello, I saw this on a post a while back and thought it might be useful if you all knew this:
When converting PNG to ICO all that you have to do is to go into control panel then folder options then into the view tab and uncheck hide extensions for known file types then just go to the PNG you want to change to an ICO and change .png to .ico it really is that simple.

Sorry but it is not that simple. If you do that you will have an icon with only one image in it, while icons are supossed to have several image sizes (from 16x16 to 128x128) in orden the system to use them in several places as well (such as the program main icon and the titlebar in explorer or the taskbar icon).
Axialis IconWorkshop. THats the easiest and no loss of image quality. Change the extension? that seems pretty dangerous.. I don't like that way :rant:
actually.. simply renaming to an ICO file won't change the format at all..
it just renames the file.
infact, i have yet to find a program. that is fooled into thinking
that a PNG renamed ICO, is actually an ICON..
Aha-soft ArtIcons Pro
does a good job of converting PNG to ICO..
I really dont know what all the fuzz about IconWorkshop is ... well, is about 
)
The program is great, but I cant see any program to do resizing in a way to not produce pixelated, smaller icons (especially 32x32 and smaller).
If you need high-quality small icons you have to do them from the scratch, no proggie to really help you.

renaming, changing ico to pngs worked for y's dock!
[dream]god that would rule wouldnt it, renaming a file would just convert it to that format, imagine renaming a .sit file to .rar and winrar opens it fine, imagine, changing a .bmp to .jpg and it compresses it to that format, damn that would rule....[/dream]:pokey:

IconShop. Its free, and does it w/ no quality loss (if you choose the right icon size).
I forget the link. 
The reason Y'z Dock accepted it is because Y'z can read BOTH ico and PNG, so it didnt matter what extension it was.
isn't icon sushi one of the easier programs to use, its free and it does batch conversions.

hmm nope this is crap. If you have a good quality png file @ 128x128 dimentions and use IconWorkshop to create an icon from the image it will resize the picture automatically into all the resolutions you want. With no loss of qulaity that would result in pixelisation. In my experience of using this program (on a regular basis too) I find there is very little or no loss of quality.
It can happen if its the other way around though, if you only have a 48x48 png file and want to make higher res icons from it. Its just not possible to reproduce them at a good quality that way. Leaves them looking blurred and nasty looking.
From high res to smaller though using Icon workshop leaves no pixelisations in my experience of using this application
