It should be enabled by default if your hardware supports it.
Otherwise you can try out the TweakVista app released by Stardock.

i tried the tweakvista under vmware, and it didnt change.. hrmph

VMWare emulates a basic SiS Chipset Graphics card which is woefully underpowered. I tried TweakVista too without luck. In the end did a quick dual boot simply to try out DWM in all it's glory... pretty underwhelmed but there you go.
OK.. for the beginners here.. IF during the install process Vista finds a video card capable of running DWM, the SERVICE is enabled.
TweakVista is a waste of time. Unlike previous Longhorn builds, you don't have to hack the OS to get it running.
The service is called "User Experience Session Management Service", just set it to automatic and reboot.
If you're running Vista in VMWare or VPC.. forget it. DWM will not work.

What Video card do you have? For the nvidia 6xxx's you need the LDDM drivers from there website 
Are you a certified Microfost Beta Tester?
I don`t think so cause a certified tester would know how to do what you are asking help for.
