Litestep
Litestep is a shell, it replaces your task bar and icons.
Let me show you some examples of my old litestep desktops. They are actually not the best examples of what I had done but they are pretty good:

On those shots WB does the windows and litestep does the desktop
Only problem is most icon changers don't work with alternate shells replacing your shell but if you use shell32.dll replacements it won't matter.

I neglected to mention anything else about it. Litestep lets you construct a desktop out of floating bitmaps similar to desktopX. But you have to add and configure things purely through config files. I have put in scripting in quite a few of my themes where you can for example click on a button on each item and have a list of things you can do to configure it and have it remember whether it is hidden or showing. But obviously that's quite a bit of work.
Also up until some good theming standards such as OTS came out there really wasn't a standard for installing LS themes so you had to do major mods to get them to work on your system. I was actually working on my own theme standard for my own style of themes (ones that emulated enlightenment on xfree then) while they where making OTS but I found they made the same decisions for most things anyway that I did. I finally shelved it when I found it too demanding and I realized I was putting in so much work for basic functionality (such as the ability to save settings without having ot dig into all the rc files each timeb and recycle).
It does have some great modules (components that you can make your desktop out of) such as rabidvwm which gives you a virtual desktop that takes mini screenshots of each desktop. I actually have made a tiny litestep that has just the rabdivwm in a floating box and a popup menu to send commands to it. But I don't use it often.
Litestep was my default shell during my Win9x days. Now with XP, Litestep seems to load slow and I have experienced more problems.
Anyway, I'm more interested in Aqua emulation now.
So my suggestion is, if you're using Win9x, try Litestep.
