You can install Linux first, but youd have to put LILO on a floppy, and then once Windows was installed, put LILO on your MBR from Linux, and of course, add Windows to the menu.
The only problem w/ putting Windows on after Linux is that it overwrites your MBR (master boot record), so youd have to reinstall that.
I dual boot Slackware and Windows on one, and FreeBSD and Windows on another. Actually, I had windows on my slack machine, installed Slackware, and then about 3 months later, Windows screwed inself up, so I had to reinstall it. I didnt have any problems, I just reinstalled LILO.
On my FreeBSD machine though, its much easier to install Windows first. Because you got BSD w/ all these slices, and its boot loader doesnt play well w/ windows, its some big trouble.
I usually have triple OS boots on my systems
presently on my laptop system, I got a triple boot where windows XP home installed first (factory install with all bells and whistles) then I got a storage partition in Fat32 where all my OS's can get to. then I installed WinXP Pro on another partition, then Linux (tried redhat and mandrake, presently running Mandrake 9.1).
Wasn't hard for me at all, just leave space on the drive unpartitioned and during the linux install it will set it all up for you. It was Very easy in fact. Use Partition Magic 8 for resizing and controlling your partitions, works like a charm everytime.

if you are installing RH9, just install windows first, then when you are installing RH9, click dont isntall a boot loader, then once the install is done, make a boot floppy and just boot up to that.
thats what i do. it works fine, i have been doing this for a year or so.
Why do have have Pro and Home?? 
well when my windows fudged over.. i had to reinstall it making linux not accessible due to it overwritting Lilo from MBR.. i had mandrake installed.. and the mandrake cd has special booting options to a )reinstall original windows boot loader... or 
reinstall Lilo boot loader adding all operating systems in the list automatically.. so thats all i did and linux was back up to being used.. hehe

Im runnin RH9/98/XP. I installed 98 1st then XP then RH9. I used the GRUB boot loader. I point it a the XP partition as default. No problems so far.
that mandrake boot loader on the cd has saved me many a format - i recommend anyone with linux gets the first mandrake cd just for that
