No, but with objectbar you can get all menus for Windows and for most apps. However some apps like Mozilla Firefox use their own menus so objectbar will not show those apps text (and to my knowledge there is no way to make it show their menus) so I strongly suggest Objectbar if you want to achieve that type of menu.
