[Help] How do you get All Programs menu to draw from below the taskbar?

I posted in the InspiratSE thread http://www.aqua-soft.org/board/showthread....0005#post300005 askin stefanKa directly but I'm sure someone else can help me. Just wondering how you get the menu shown after Clicking All Programs (from within the start menu) not to hide behind the taskbar.

The above theme has is set perfectly so that the top of the menu is below the taskbar and never obscures it; just wanted to get the same effect in another theme if possible.
