[req] COMMISSIONING APP: Move & reorder titlebar buttons... Make Money!

I truly believe the community would be greatly enhanced by the little application I'm imagining and I really think it could become a reality. However, I have ZERO programming skills. What I would like to do then, is to start a pool of money to be paid to the first developer who can make it.

The application puts Min/Max/Close buttons at a user definable position in a user defined order on the titlebar WITHOUT having to skin anything else. If it would be necessary to make a new set of buttons to use (as opposed to actually moving the originals), then the new buttons' normal, mouseover, and pressed images should be user definable (or extracted from the current visual style... or an option for either) and the original buttons should be hidable, as should the titlebar's application icon. Except for the initial payment, the application should be freeware, at least to this community.

After the application is made to my liking, I will gladly pay a (measly) 10$US (via PayPal or a snail-mailed Money order, depending on the creators preference). Perhaps if this doesn't do it, or if the application turns out phenomenally, I could increase it (but I'm kinda poor at the moment). Hopefully, other users will follow suit and this will turn into a more substantial pool. I can probably even host the program.

What makes you think this is anything less than legitimate?

The guy wants a program, and is willing to pay for it. Perhaps WB doesn't meet his needs as specified above.

If it'd make you feel better, I'd be willing to transfer the money to a forum administrator's PayPal account, or any trusted third party... kinda like an escrow thing.

I know a lot of you think a program like this is silly and useless, but I have several Windows visual styles that I love, I'd just like to move and rearrange the titlebar buttons. And I'd like to do it without having to skin everything else.

I'm also hoping that some other people might feel the same and want to pool their money together to inspire the creation of an app like this. :hint:
