Well, not to be the bad guy here, but what were your terms stated for this wallpaper...it isn't as if the guy is pawning this off as his own...and the fact that his website isn't completely up yet, you don't know if he is going to give you credit or not.
Contact the guy and kindly let him know that this is your wallpaper and you would appreciate him asking permission

The only thing you can do is:
1. Wait for this guys answer.
2. Prove youre the author of the image to the hosting company, they should take care of it (moreso if you had actual legal protection like, Creative Commons. That has helped me in the past)

Well it does suck, don't get me wrong, people using things on their own. It is also a form a flattery...im not downplaying the seriousness of this, but for the future, if stuff keeps getting ripped from you, I would invest in digimarc....that will protect you in the future.
If that isn't an option, a simple copyright symbol and your name somewhere on your images will at least help a bit.
Just remember that even though once something is made by you it's copyrighted, and once ou publish it to the net its also associated with you, that as as soon as it's published to the net, its going to get ripped unless you take measures to protect yourself.
