does anyone know how to add 'pulsating glow' effect to these?

i used to have these beautiful pulsating mouse cursors, but lost them all in a hardrive crash.. all i could find was the non-ani, static .cur version over here:

does anyone know how a smooth pulsating glow effect can be added to these cursors? is anyone out there skilled enough to do it?
