[help] what program is this?

I've seen this program sitting around in a bunch of screenshots, mostly hills', but I've never known what it is. Is it Styler? It looks like a theme customization/preview program...

Any ideas? If it's Styler, and Styler makes it that easy to customize themes, then I'm forking out the 17 dollars immediately.

A few questions about Styler: does that 17 dollars cover future updates, and, what kind of resources does it use? Does it use a lot of CPU or memory? Do you need the Themes service when using Styler?

Yes but, if you look the comments on DA... I see the old logo of Stylebuilder (Stardock) or it Skinstudio..And Hills add to comments.. ''what application is that? the one that shows the button previews??''---(Hills answer):''maximillian, it is mere picture view software. The image was made by photoshop.'' I think Hills have made the special screenshot specially for the screeny..With a futur release idea...like Styler release by Susumu and Aashish13.
