Best (free!) program to change (all!) icons

Can someone tell me whats the best (free if possible) program to change all of my icons?

Google iPhile. It's free and it does what you want, but it's really glitchy.

IconPackager is the ONLY program really useable for Windows.

http://www.deepgls.com/eicons/ Eicons, its shareware, but for some reason it never expires its 30 day trial (btw, its not illegal). Anyway, I use iconpacakger. But this one works good too.

iconx, but that doesn't change icons in a system wide way, like folders, but it does change any file or filetype system wide. Very good app.

the iconpackager has a 30 day trial, but one it expires, you can uninstall then reinstall if you want to. It doesnt leave anything left over in the regestry so it just keeps restarting the trial
