if you download and install TweakUI PowerToy from microsoft, it has an option to change the toolbar background. simple. no reshacking involved.

Tried using the toolbar theme, but there are 2 sets of PNGs, one set hidden. The visible set only contains one button, the other set is unreadable. Has the file been corrupted? Or am I missing something?
