For instance an icon displaying a blue folder with a windows logo on.. and I want to change the blue folder to a yellow folder but keep the color of the windows logo...
I remember frogboy or someone at wincustomize or stardock posted a tutorial some months ago but it's all vanished into cyberspace now and I can't find it...
I think in the tutorial they used IconDeveloper but I'm not totally sure...

Magic Wand / Polygonal Lasso is your friend.
But please remember that any modifications to icons need to have permission of the original author before you release them. In case it is only for personal use, that's perfectly fine 
Personally, I prefer to recreate the icon myself from scratch, in case I like any icon - it's a perfect way of advancing my Photoshop skills and is like an accelerated learning process I can then add / remove stuff to make it suit my personal taste
