right-click on the taskbar and uncheck "lock the taskbar".

This didn't work for me. Is it because I'm using the Shareware version?
It doesn't matter if you're using the shareware version. Try to unload/reload the program.
Unlock the taskbar & stretch it & then place it back to the size you want then lock it in position 
what's the theme?
The theme is glossy milk for windowblinds
