A friend of mine has managed to uninstall the help and support on his computer and he doesn't have the wiindows xp CD. How can he reinstall this program without the CD??

Are you sure he actually uninstalled it, or did he just remove all icons pointing to it from the Start Menu?
I'm not sure that you can actually "remove" Help and Support, per se...
Other than that, I doubt you can reinstall it without the CD. You might try installing SP2 if you haven't already - maybe that would fix it?
it is completly uninstalled, it's not on the add and remove programs list at all
It shouldn't be on add/remove programs at all, or the add/remove Windows Components section. Help and Support is integrated into windows - it's not just something you can delete.
The file is called HelpCtr.exe. You can get to it by typing "HelpCtr" at the Run prompt (e.g. Start > Run... ).
Also try searching for it on your OS (usually C) drive - make sure to select "advanced options" and check "search hidden files and folders", "search subfolders", and "search windows system folders".

was the help service disabled?
