[req]key stroke to dock shortcut

ok, this is kind of hard to explain. but what im looking for is a way to make f9 a shortcut on my dock. so i dont have to roll out the key board.

i think a program exist to do this, but i dont have any idea how to even search for it. i did a google search but found nothing.

oh and mods i also didn't know were to put this so i posted it in general.
