[question] Functionality of COMMeters.spl

OK, it seems that I just can't have a complete victory over this little file. Here are my questions:

What exactly does COMMeters.spl do?

How does it function?

What are the factors that cause it to occassionally "break?"

I'm particularly interested in this last question, since it seems to function properly a small percentage of the time.
