any way to make a world clock without the internet support?

I like the world clock widgest very much and i use it alot but I find out that when I am not online .it doesn't work .

all the time is depend on the weather site.

and I need one that can calculate the time itself from maybe the time difference we know between the one and the local time .

for example GMT+8 and GMT+3 has 5 hours time difference. if the local time(+8) is 18:00 so the +3 one is 13:00

can somebody help me to work it out ? how to do this ?

the only way to have world clock working without getting online is to use Konfabulator. The time difference thingie is not that simple, because of the day light saving and others things. Remeber that day light saving in northern hemisphere contries is different to southern hemisphere contries.
