Fonts like that are not meant for individual users. It is mostly for companies that want to include it with their program or if you have your own magazine or publication, games et cetera.

Admittedly it is Helvetica and the italics are oblique (i.e. just slanted=require no design) but otherwise the price is not overly expensive - fonts can be more expensive than that. If you've ever tried making a serious font that works under gruelling typesetting conditions, then you'll know that months of work can go into it. In this case it's just a case of reselling (the typeface was designed long long ago) but as Helvetica is consistently one of the top sellers they don't give them away for nice price.
You can also try other resellers (myfonts, linotype, adobe) for cheaper variants. For instance the linotype helv cond are 21$ per face and in this case (as slanted) you only need the four upright faces as the oblique are identical to the windows faux-italic slanting.
If you want something *very* similar, you can use Swiss (comes with Corel etc.) and you should be able to use it for free.

ps: you will find that in some cases where it is possible, you can often buy commercial fonts at a more reasonable price directly from the designer (compare prices at lucasfonts and fontshop). Many font designers (rather than reselling corporations) may also give you a discount if you can prove you are a student or the work is for a non-profit organisation. It's worth asking, at the most they can only say no.
