form rules on top of page

i think we have been haveing trouble with new members not following rulse, cuase u have to click on a link to show them. i remeber back when we were using the invation (whatever) the important rules were listed on the top of the page.

i defently think we should do that again.

If I am not mistaken, it' was IPB feature, but in vb we can have only link to pinned-ann of forum's moderator.

I can be mistaken, 'cos I have not seen latest vb release.
