On the left side the 4.icon (for program access and standards) - where is it? Which DLL I have to reshack?

It's icon group 114 (very last icon group) in moricons.dll which can be found in system32.

Whoever at Microsoft had the smart idea to put that certain icon in that file is an idiot, plain and simple.
