in photoshop or illustrator, you just basically use the pen tool to select different areas, and fill them with color.

your work is ok but lacks depth. only one or two shades is too little. also your faces are has disproportional features. but your pretty good for starting out

you also seem to have a fascination with squarish images. make your lines curvy, that is what the pen tool is for

Very good job. Beautiful work. I agree with pwnzrzpat's suggestions. Also, gradients would be good in your work.
