it is easy to start off by just editing the style sheets and images 
Your first skin won't be a masterpiece. Heck, you will be lucky if it looks better than decent. It takes time to get use to all of the things IBP has. You will have a hard battle to fight, first time always is tough. I would read on the different elements there are in IBP and all the items you will be skinning, there are tons piled onto tons.

It do one at the moment (www.carbonize-board.de) and must say: If you know css and htmlwell, it's really easy. even to include compltely new skin-parts (Like I did in the header)
