[help]can't Install Sysstat Weather

The problem is when I add a new instance I get the question mark icon and then when I load the Weather.ini the question mark icon disappears from the desktop and I can't continue with the Configure Meters. What am I doing wrong? I have attached my AveDesk folder tree but I think it's OK.

These are the instructions that I followed....

Instructions:

1. Add new SysStats instance

2. Load weather config

3. right click weather and choose 'Configure Meters'

4. Under meters, choose 'Weather' then click 'Configure'

5. Change '12345' to your zip code

6. go to right column and change 'city' and 'city under' to your city name.

7. click ok

Done.
