I dont know if any of you people out there would use a theme
like this, but Ive already made it (almost) and I might as well
finish it. I need permission from KOL for using his theme as a
base also.

This could be a great Tiger mod to try out if you can clean up the caption buttons a bit. They look odd being just blank right now.
Definitely keep going, I'm digging the blue active caption bar, good idea. Will the inactive caption bar be grey?

Maybe, I never thought of that. Also, I made the caption
buttons so that when you hover your mouse over them
they display and x, or a ? depending on what button it is.
Im still waiting for permission though, Ive PMed KOL three
times now and still no answer. 
He rarely comes here these days. Try to catch him @ gfxOasis.
I like that the caption buttons don't have any glyph inside until hover, but maybe you could give them some kind of form. Right now they look as if the normal buttons just fell off.

Use the same texture of the start button on the titlebar (i see it's similar but not identical), change those fonts, use Milk-like min/max/close button (like - + X), and hopefully add some glow effects to make it more different from the others 
I don't think wierd is the correct word to describe this. It should be "cool".
Looks pretty cool; I like the Tiger-ish Titlebar.... I'd use this if there was a Windowblinds version with left-aligned buttons.
