i just want to know how you put that bar at the top of the page, and with so much functionality. i would like to do the same(or something like a box) at the top of my ipb 2.0 forums as well.

can it be done on a free forum hoster? or only on a paid host?

it depends on the capabilities of youre hosting, it doesnt matter if you pay or not. im assuming its just part of the ibp skin, so if you have the ability to change the skin you can have a bar thingy 
I believe in the IPB Skin manager (or similar) it is the Board Wrapper. In IPB 2.0, they may have added that you can use your own PHP code, which in IPB 1.X you couldn't.
