if you mean the Virtual PC App for mac unfortunatly it cant put mac os x on windows, not yet anyway. Have you tried PearPC?
This is clearly a cross platform software [question].

If you want to run System 1.0-7.5 apps on windows then try vMac, which is a Macintosh Plus emulator. You'll need a MAC ROM file, and a system disk image.
If you want a color emulation, which will emulate Mac OS 8 then get Basilisk II which can emulate many machines including performas, quadras, and other machines.

I don't know whether you mean Virtual PC or WINE for Mac OS (which is more of an environment). I don't believe there is any current way of natively running Mac OS X apps on Windows. The next best thing is running them inside of a PearPC emulated Mac's OS X.
PearPC is the best thing. Give it a try.
