You would need a graphics card that takes a video input or a TV tuner. Then use a program like Media Player Classic or PrintScreen with hardware graphics acceleration turned off. You could also try irfanView's screen capture. It can sometimes capture the video image without turning off hardware graphics acceleration.
Most PC TV viewing software has screen capture abilities built in.
