Aqua-Soft ForumsI found a flash based logon on osx-e.com. I downloaded it and it looks pretty good.
install this and restart, you will be greeted by the frontmotion login
download and install this theme (extract it to your \windows\system32\fmlogin\themes directory):

this theme is just a very quick theme someone threw together, i know it doesn't look that good but know that he just wanted to mess with it for a second.
Since the logons are based on flash (i'm guessing they are based on the flash code also), this means you can not only customize the look, you can customize the behavior. I know this because large companies use these alternate logons to add other forms of authentication to their systems (biometric, smart card, etc).
SOMEONE PLEASE MAKE AN AWESOME 1:1 LOGON SCREEN, YOU WOULD BE THE MAN IF YOU DID!!!
