[help] Enable Vpn

Hello, my dad got a new laptop and he needs to make a VPN connection ,but when we get to the connect setup page the VPN is greyed out and we cannot select it. Is there an option somewhere so we can enable VPN. Plz replay ASAP We are running windows XP pro its a Compaq laptop. We are getting an "error 711"
