[request] Freeware Icon Package Installer

i want to install an icon package for the spring VS...i need to find an icon packager/installer thats is free. any suggestions? i'm going to keep surfing, and i think this should be pinned on this page when its found -noefexx-

IconPhile is pretty good, considering it's free. It's strength is more in individual icon customization and other icon-related tools, but it does allow schemes/packages!

cool i like it, but its not complete. for example, i cant change the icon for cd drives. i want a COMPLETE icon packager

By the contrary nigthcrawler, iPhile does allow iconpackages but they have to have been created by iPhile itself. I am not sure about iconpackager or icon libraries though.
