I found this pic of the NeXTSTEP OS. I really liked the layout of the desktop title and control bars. I think a PC version of this GUI would be sweet. Anyone think it can be done? I think ObjectBar can be used for the top most control bar, beyond that i have not expert opinion. Peace...

I love that Tab/Dock program at the bottom. I think that would be a really cool app to make, people would love that! I'm not so convinced abou the GUI though... 
That's possibly one of the ugliest, least usable user interfaces I've ever seen in my entire life.
There's almost no consistency, affordance, or, in fact, design...

The NEXTStep GUI was, and still is, a reference for operating system designers and usability experts. Run a google on its interface, youll see what I mean. Thats not one of its best screenshots, but it is worth noting that the modern day osx finder is modeled after several aspects of NEXT's Workspace Manager.

I'm well aware of the NeXTStep GUI being used as a basis for various user interface design concepts, but that doesn't mean it was perfect by any stretch of the imagination.
Take the recycler/drain, for instance - where's the metaphor in real life for that, and how exactly does a pretty swirly icon suggest to the user what it does?
Then look at the close buttons on the windows - one on the left, one on the right - how is a user supposed to learn habitual use of the UI, when the UI isn't consistent?
Then there are the innumerable buttons on the top bar - half of them are icons with no visual cue as to what they do.
Then there's the lack of "affordance" provided by any of the UI widgets - none of the buttons look like something you'd push, for starters.
For it's time, yes, NeXTStep's GUI was great... Compared to modern UIs, however... It lags behind on many fronts.

The layout I think is verry interesting. Only the graphics are
a bit old looking. Maybe we should kick it up a bit ? 
NeXTSTEP and Openstep didn't have alpha blending effects as in that shot. That as I had heard was from when Apple was messing around doing concepts with the OS after having rewritten postscript to Quartz. You can see that apple did this simply by looking at the apple logo on the bar at top. And from how the fonts look (looking at the shot I found) =p
Which brings me to the second point, I wonder what the heck the where thinking when they made that monstrosity. I mean really.... it's IMO it's even worse than something microsoft could come up with. At least NeXTSTEP and Openstep had a professional looking interface.

I actually like the look of Nextstep and Openstep. Maybe someone will just make a program that acts as a shell replacement for Windows??? (Kind of like bblean or Litestep)
That's what litestep was meant to be and you can definetly do that look with it especially if you use winstep with it. Or you could use winstep alone.
not that big of a fan of Litestep. It randomly crashes on my computer for no reason. Have to fight with it to keep it open. smoke is right though, someone can probably make a Litestep skin for it, and you could use an icon pack to get the icons done correctly.
Check out winstep.net (if I remember that adress correctly) they have software that emulates NeXT\Openstep.
If Litestep don't have what you want try out bb4win A blackbox port to windows.

Blackbox is nothing like NeXTSTEP.
quite right. I use BB4Win and bblean now as my default shell replacements, but Nextstep it ain't. (Pardon the grammar.) I might look for a Litestep theme that makes it look like this though.
YOu might have to make your own because NeXTSTEP style themes are considered old school in LS now and hardly anyone makes them, however here's a shot of an example by a person named "NeXTer" Screenshot
