Ok if anybody read the post before I edited please ignore what I said.
It appears that the website is Chinese not Korean, but anyways I think I solved the registration issue.
For anyone interested here it is themex.net.
They seem to have quite a lot of subforums on different subject likes Y'z apps, WB, Aqua apps, etc.
Use IE 
I know it's horrible but some sites only support IE this is one of them.
opps It does work for me...But it's buggy in FireFox..
V Buliten seems to have trouble with other browsers 2>
