Yes it does.
in general, just keep your background running tasks to a minimum. and stick to well-designed resource-friendly apps like Y'z, AveDesk, and tClock2. i found no noticable speed hit on my comp running those apps (and the somewhat bloated StyleXP), on a P4 1.7, 512mbRAM
and as far as i know, shell32 image replacing should not slow your comp down as it's not using any additional computing power

It should as most of the icons being replaced there are huge compared to the normal 48pix/64pix max ones that come in with the normal shell. Have you seen the size of the modded milk/snow shell32.dlls? they are huuuuge
