My questions:
If you mean the .exe.manifests that you see in some application folders, they're an XML file linking the themed comctl32.dll controls to the app. Some applications don't have them because they're included as a resource within the app file itself.
i mean in .exe folders and i want to knw because i have jibs addresss book and in his post it says if it just doesnt pop up delete the manifest files

This (in XP) allows the controls to be skinned. The reason that sometimes you have to delete it is unknown. Maybe he has it coded in the program (thus eliminating the need for an external file) and it causes a conflict when you do have a "EXENAME".exe.manifest.
