its not a dll, you can choose.
Go to: Control Panel >> User Accounts >> "Click the user whos picture you want to change" >> Change My Picture.

The user account pictures are located here:
C:\Documents and Settings\All Users\Application Data\Microsoft\User Account Pictures\Default Pictures
They are all a series of bitmaps. If you want the OS X account icons, I have them. I don't remember where I got them from, though, so I can't give you the link. Maybe someone could host them for you.

Oh, thanks Keith. The site I remembered had PNG icons, which Windows unfortunately does not support. Does anyone know if Longhorn will support PNGs as icons?
