[request] Windows Titlebar Text Position

i can't find a program to chager the position of the titlebar text... please somebody will now abaout one...tell me ....

without skin or skins editor only a program to change that....

Are you using msstyles? It might be a bit harder, but you can try editing the VS directly and avoid having to load any external programs.
