The icons in the system tray are 14x14 px and
the icons of the running apps in the taskbar are also
smaller than usual.
It doesn't matter which skin I use or if I turn of Windowblinds.
Does anybody have the same problem or know a solution?

What system files have you modified. Are you using flyakites? Has it always been that way, did it just start happening?

I've not modified my system files because I am on a german machine.
There is a german sys-mod by stefanka and it looks great, but I haven't
installed it yet.
I have only set the system font to LucidaMAC.
I think it looks like this since I started working on my new WB-theme and skinned the taskbar 
Does it go back to normal if you unload window blinds tell it not to start up upon restart and restart your computer?? That is very strange. What else have you tried to get it to go back to normal.
The icons look normal when I start my computer without Windowblinds.
try to make symbols bigger (32px or 48px). Do this by clicking "Erweitert" on the "Darstellung" tab in the display properties dialog. there look for "Symbol" and make it 32 
Did it work?
My icons are 64 px big!

Well there ya go, you answered your own question! 
Go back and look at the taskbar properties in the theme you're working on, something's wrong with the theme if everything is normal without windowblinds loaded.

I'm working on this nearly a week now and I didn't find any solution.
I will have to look at it again, I think...
this is definatly a settings problem. from time to time I have that problem with some vs too. it is one of the menu or titlebar settings I guess. they are just to low to display 16px icons in the systra. try to increase them and see if that helps.
