Errr..you want a dock ("Aqua-Soft Boards > Applications > Object Dock > [help] What Is The Best? ") or someone to invent a new skinning engine or what?

We all know that there is nothing more realistic than Windowblinds for windows users. All you can do is install OS X via Pearpc.
