Rename it to .icns and open in Axialis IconWorkshop.

they 're not icons, that's the problem, i hope that they're images.
Which files are you opening?
They're very similar to VS files as they contain all the resources you need. I use ThemePark to open them on a mac.
The problem is that i don't have a mac, is there any similar application for opening it on windows?
Not that I know of I'm afraid, which file are you trying to open? If you know which images you're after, I could export them to .tiff for you as long as there's not too many.
