the same question as smeggy - is there anything yet to make visual styles for free?!
In my honest opinion, I think WindowBlinds is way better. To make WindowBlinds skins, you can use SkinStudio (which has a free, pro, and enhanced version.)
Plus, with SkinStudio you can convert visual styles into WB format and you can have the best of both worlds.
