Splash Screen Programs?

Does anyone know if there are any programs to display a splash screen for internet explorer...or anyway to make it so IE displays the splash screen all the time when it first opens and to replace it??? Here is the reason, I am trying to use the Mac splash screen. Here is a pic...

hhmm, never heard of this feature, wouldn't it slow down the startup time a little?

I think maybe you could ResHack through the office program, and I know there used to be a splash screen for IE but not anymore. So I dont know, just wondering...I might fool around with it some. Later.
