It`s Firefox but I get it also on IE... (using MSstyle theme)!!
this issue has been addressed quite a bit already..
it's an issue with the MSStyle you're using. not all the aqua msstyles have this bug in them.

I don't think that there any fixes, just a work-around.
You would just have to design the top of the scroll tray(?) to look good in that setup.
BTW, Internet Explorer does not have the misaligned top arrow for me, only Firefox.
The simplest fix is to migrate over to Windowblinds, no such scrollbar bugs there...
actually, depending on the theme. IE may have similar problems with the scrollbars.
as for windowblinds, an even simpler solution, would be to just find another msstyle that works..

i use X-Port 2.1.1
i think that the newest version of ThreeDrive's Panther msstyle works as well..
it's an easy fix...
size margins have to be set to 0,0 on the scroll bars in stylebuilder... and all is well.
shoot. I'll have to check that out when I get home.
