Today I have a slightly odd question for you:
Is there anyway to clean up/improve the quality of Wavs created in Windows Sound Recorder?

Improvement: nope. It's usually near to impossible to improve bad recordings. All you can do is to remove noise (which is difficult too, you can cut-off needed range), expand some ranges to make deeper bassess or higher soprans. But it usually results in worse overall sound. My advice: remove noise carefully and if you want to have nice sound, get a good amplifier 
I find cheap $10 mic's give bad sound too. try buying a better mic..

Oh yes, good microphone is the basis here. Go for Shure SM-57 it's absolutely the best for vocal recording.
Sound card: SB Audigy or something more expensive. Record in 48kHz and when mixing dump it to 44.1. it's good to have a 'reserve' of quality.
Theres not much you can do with bad audio, its not like the rest of the 'good' audio is hidden there, it just doesnt exist (unless if the media were omnipresent, trancending time and space :canadian: ) Its like trying to enlarge a small image, it will be blury unless you redo the whole image, because it simply doesnt have egnouf data to make it look good (asuming you dont have vector audio :canadian: )

Say what? An sm-57 is a dynamic mic and sounds like ass nine times out of 10 for vocals. You use an sm-57 for snare not vocals. Unless your Frank Sinatra.
Get a decent condenser for vocals. A good mid range mic is the Nuemann TLM103 or get some of the cheaper stuff from studio projects.
