Is there some way making windows os make a sound like mac, when press the title bar button?
About The Mac Os's Titlebar Button Sound
If you are thinking about how you can enable sounds for all the different things like in OS9 I'm not sure if there is any program that would let you do that. Like, sounds for when you click on the resizer, a sound for when you resize the window, a sound for when you drag the window, etc.
In OSX the only way to do that is with unsanity's "Xounds" program.
Several WB skins have sounds for the titlebar buttons though.

No it's for OSX to bring back the sound events like in OS9.
ok,then can we add the sound effect to windows by modifying the dll or some other files?
