Problem, Commands

Virus? System Files borked? I cant install Norton, it always crashes. I dont mod the actual system files that much either... Some other problems occur too (With the control panel)

could be just that your path environment variable is screwed up. try to execute from the %windir%\system32 directory

@dreamz: Scanned.. Thanks for the links (No Virus). Cant think of what else I did.

@GillBates: Yes, that does work now, but how can I "reset" it or something so that the Start - Run - cmd works again?

Here are some other problems as well:

User Accounts does not load at all, just those non-functional buttons at the top
