<help> With Ie Menu Modding

Here is my problem: after I disabled the file/edit view menu in explorer and IE, the toolbar always shows up with selective text labels on the right to the tool bar icons...even when I right click goto customize...and choose no text lable..then the next time when I open explorer or IE, it goes back to selective text. Like IE don't remember this setting and goes back to default or something...

The way how I disabled the menues are in regedit and replaced the shell32.dll as there is a threat here a while ago to achieve a clean toolbar look.

So what should I do? Can this be resolved or there's something I did wrong?
