I see this retro style all the time, and I've attempted to design something like it with no success. The rainbow thing would be some clever marquee (or shape) work with a little effort in a pattern overlay. A bit of distress to the overall background possibly some edge burning, maybe not. Some layer masking... A few text layers, some generic blending options. Voila! Link to post
