[question] Drawer Windows with C++

It would probably be easier with Visual basic or C#...

Assuming its for Windows 95, you will need to know the Windows API along with DirectX and OpenGL. if your set on doing it download the DirectX SDK and get to reading the documentation.

Create a second window (CreateWindow() api)

Create a timer (SetTimer() api)

OnTimer event (WM_TIMER and wParam is your timer-id) set the windows size and make sure there's a redraw of the window.

when the timer is active, handle WM_PAINT messages yourself and draw the bits yourself (keywords: memory dc, createcompatibledc(), createcompatiblebitmap(), deletedc(), deleteobject(), beginpaint(), endpaint() )

Kill the timer when you are done (KillTimer() api).
